English Fluency Is Greater in Philippines than in India or UK

Of the 30 countries with the largest labor forces, the Philippines scores highest in terms of workers' fluency in English — above India, Canada, and the UK, says a CIO report of an online test by English-language instruction company GlobalEnglish. Scoring lowest among the big-labor-market countries were Colombia and Brazil, according the test of 108,000 employees of 216 companies. The worldwide average English-fluency score has declined 7% since last year, GlobalEnglish says.
