report of an online test by English-language instruction company
GlobalEnglish. Scoring lowest among the big-labor-market countries were
Colombia and Brazil, according the test of 108,000 employees of 216
companies. The worldwide average English-fluency score has declined 7% since last year, GlobalEnglish says.
